Non Made for Binary Neo X+ Matrices may not be able to use this feature depending on their revision
It is possible to generate IR Blast commands received via Control4 without the need of an Opto-Coupling Cable (P8-IR-OPTOCABLE)
To do this you will need to connect up your HDBaseT receiver and a supported IR Flasher (for a list of compatible IR Products please see the IR Hardware Support Article: https://support.pulse-eight.com/a/solutions/articles/30000052180)
Before connecting any physical connections check if your IR flasher is 5V or 12V. Connecting the wrong voltage IR flasher or receiver can cause serious damage to the IR device, the receiver and/or the matrix itself
On the Matrix Web UI go to the Admin Area (https://support.pulse-eight.com/a/solutions/articles/30000022813)
On the output that requires IR click the
icon:

On the Output Settings window ensure that the toggle for "Enable IR 12V" is set correctly to your IR Flasher. This needs to be enabled for 12V flashers (as pictured) and disabled for 5V flashers.
Once this is set it is safe to connect the IR flasher to the HDBaseT receiver.

Please see an example below of how the physical configuration should be setup

Please ensure that you are using the IR TX port for any IR flashers and the IR RX port for any receivers
On Control4 Composer make sure that you have added your Control4 Controller, the Neo X+ matrix and an output device driver that supports IR input.
You do not need to make any connections between the Control4 Controller and the Neo X+
You will need to use the IR Output with the same number as the HDBaseT Output for your IR Controlled Device.
Continuing the example from the previous diagram I am using Output 1 for HDBaseT to my IR controlled TV therefore I need to use Output 1 for the IR as well.
Connect this port to the IR Input on the output device as shown below.

You should now be able to generate IR commands from Control4 that will emit from the IR flasher connected to the HDBaseT receiver
