If sending a standby command successfully puts the TV into standby, but the TV then immediately turns back on when cec-client.exe exits, this is a known issue with older adapter firmware. Updating to firmware V12 resolves it.
Cause
On pre-V12 firmware, when cec-client.exe closes, the adapter sends an unintended CEC signal on exit that causes the TV to interpret it as a power-on command. This was fixed in firmware V12.
Fix — Update to Firmware V12
- If you have more than one USB-CEC Adapter connected, unplug all except the one being updated.
- Connect an HDMI cable to the adapter being updated.
- Run the libCEC firmware update tool as Administrator and update the adapter to firmware V12.
- Reconnect any additional adapters and repeat the update process for each one individually.
If you have multiple adapters, each one must be updated individually. The firmware tool can fail silently when multiple adapters are connected — it may report success but leave some adapters on the old firmware. Disconnect all but one, update, reconnect, repeat.
After updating all adapters to V12, retest the standby command. The TV should remain in standby after cec-client exits.
