The USB-CEC adapter and Intel NUC CEC adapter can automatically power on an HDMI-CEC compatible screen when the PC powers on.
This only works if USB is powered down. You may have to disable USB charging in your PC's BIOS settings.
This feature requires a recent (v9 or newer) firmware. The firmware can be upgraded, if required, by following these instructions: Upgrading the firmware of the CEC adapter
To configure the power on feature, first install libCEC 7.1.1 if not installed already:
Then locate the CEC-Tray Launcher, this is installed alongside libCEC and can usually be found at:
C:\Program Files\Pulse-Eight\USB-CEC Adapter\netfx
or
C:\Program Files (x86)\Pulse-Eight\USB-CEC Adapter\netfx

Next right click the Start Icon
on the taskbar and click run
In the box that loads type shell:startup and click the OK button

Copy the cec-tray application from the USB-CEC Adapter Folder to the startup folder that loads.
Then open your PC Settings, click the Apps tab on the left and then select Startup from the list

Locate "CECTray" on the list and toggle the button to the right hand side of it to "on"

This will allow cec tray to generate commands as soon as your PC boots
Next start the CEC Tray application.
Click on the Power Control tab and enable the setting Power on the TV when the PC starts:

The adapter will now send a power on command to the TV whenever the PC powers on.
